Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to prohibit the issuance of any permit, after December 31, 1991, which authorizes a person to burn, or to transport for the purpose of burning, wood on ocean waters.
Makes permits issued on or before December 31, 1991, invalid after such date.
