To amend the Internal Revenue Code of 1986 to provide a procedure under which individuals may make contributions with their income tax returns for purposes of combating the war on drugs.

Amends the Internal Revenue Code to provide for individual taxpayers to make contributions to the War on Drugs Trust Fund with their income tax returns.

Establishes the War on Drugs Trust Fund to carry out the war on drugs.
