Amends the Rehabilitation Act of 1973 to exclude from the definition of "handicapped individual" (and from the protection of such Act) any otherwise non-handicapped person who has a current psychological or physical dependence on an illegal drug.
Excludes from the definition of "handicapped individual," with respect to nondiscrimination and affirmative action in employment under Federal contracts, any alcoholic or abuser of a legal drug whose current use of alcohol or a legal drug prevents job performance or would constitute a direct threat to property or safety.
