Amends title V (Administration and Coordination of the National Institute of Mental Health, the National Institute on Alcohol Abuse and Alcoholism, and the National Institute on Drug Abuse) of the Public Health Service Act to direct the Secretary of Health and Human Services to establish a program for the certification of laboratories engaging in the performance of toxicological urinalysis conducted for drug testing programs. Sets forth certification program requirements.
Sets forth allowed and prohibited acts related to testing under the certification program. Establishes civil monetary penalties and terms of imprisonment for violations.
Allows standards which are more stringent than those in this Act.
Directs the Secretary to require the payment of fees by a laboratory to recover the costs of certification, recertification, and other activities under the certification program.
By unanimous consent, the Speaker reserved the authority to make additional appointments of conferees.
