Commercial Airline Engine Safety Monitoring Systems Act of 1989 - Amends the Federal Aviation Act of 1958 to require the Secretary of Transportation to issue regulations requiring the installation of engine condition monitoring systems on commercial aircraft.
Requires such regulations to establish minimum standards for such systems.
Specifies performance data such monitoring systems must record for each engine.
