Drug War Funding Enhancement Act of 1989 - Transfers funds appropriated or otherwise available to the Department of Defense for FY 1990 for procurement relating to the B-2 aircraft to the President to be used for programs authorized in the Anti-Drug Abuse Act of 1988.
Allocates half of such funds for drug treatment, prevention, and education, and half for law enforcement and drug interdiction.
