To require the Secretary of Energy to give States the authority to monitor environmental compliance at certain Department of Energy nuclear facilities.

Requires the Secretary of Energy to grant authority to each State in which a nuclear facility of the Department of Energy weapons complex is located to have access to facility records and buildings without prior announcement and to continually monitor air and water emissions from such facility.

Provides that: (1) such authority shall be provided under, and subject to, terms negotiated in an agreement between the Governor of the State and the Secretary; and (2) any such agreement shall require that each person who carries out activities authorized under this Act shall have an appropriate security clearance.
