Drug Paraphernalia Control Act of 1989 - Establishes criminal penalties for the possession, sale, delivery, manufacture, or advertisement of drug paraphernalia.
Defines "drug paraphernalia" and sets forth guidelines for determining whether an object falls within such definition.
Provides for enhanced penalties for delivery of drug paraphernalia to a minor.
Includes drug paraphernalia within the civil forfeiture provisions of the Controlled Substances Act.
Directs the Administrator of the Drug Enforcement Administration (DEA) to establish within the DEA a task force to monitor enforcement of this Act.
