To amend the Immigration and Nationality Act with repect to procedures for adjudications and asylum.
Immigration Adjudication and Asylum Amendments of 1989 - Amends the Immigration and Nationality Act to establish as an independent agency within the Department of Justice: (1) a United States Immigration Board to hear specified immigration-related administrative appeals; and (2) an administrative law judge system.
Revises asylum provisions.
