Amends the Communications Act of 1934 to require the Federal Communications Commission to ensure that interstate and intrastate telecommunications relay services are available to hearing-impaired and speech-impaired individuals in the United States.
Requires each common carrier to provide such telecommunications relay services individually, through designees, or in concert with other carriers within two years after enactment of this Act.
Directs the Commission to prescribe regulations to implement this Act.
