Authorizes the awarding of a prisoner-of-war medal to a member of the armed forces who was taken prisoner and held captive while engaged in the performance of official duties or because the person is a member of the armed forces or serving with the armed forces.
Directs the President to issue a prisoner-of-war medal to a Federal official or employee who is forcibly detained or interned: (1) by a foreign government, agents of such government, or other hostile force during a period of war or as a result of hostile actions directed against the United States; and (2) while the person is engaged in the performance of official duties or because the person is an officer or employee of the United States. Provides exceptions. Sets forth limits for the awarding of such medals and conditions under which such medal will be awarded posthumously. Provides for replacement for lost or destroyed medals.
