Amends the Federal Aviation Act of 1958 to prohibit the Secretary of Transportation, for a one year period, from approving the transfer of any certificate authorizing the provision of foreign air transportation except if such transfer is part of the sale of the air carrier holding such certificate.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 401(h) of the Federal Aviation Act of 1958 (49 U.S.C. App. 1371(h)) is amended by adding at the end thereof the following new sentence: `During the 365-day period beginning on August 4, 1989, the Secretary may not approve the transfer of any certificate authorizing the provision of foreign air transportation except if such certificate is transferred as part of the sale of the air carrier holding such certificate.'.
