Directs the Secretary of the Interior to remove the restriction that a certain parcel of land in Roanoke, Virginia, be used exclusively for public park or public recreation purposes, on the condition that such land be transferred to the State of Virginia for use as a veterans' nursing home.
Prohibits the Secretary from removing such restriction if within four years the State of Virginia has not committed funds for such veterans' nursing home.
Provides that such parcel of land shall revert to the United States if, after the removal of such restriction, such parcel of land ceases to be used for purposes of a veterans' nursing home.
