Amends the Outer Continental Shelf Lands Act to increase the amount of civil penalties that may be prescribed for violations of such Act.
Requires the Secretary of the Interior to adjust such penalties triennially to reflect increases in the Consumer Price Index.
Authorizes penalties to be assessed without regard to a required period for corrective action if a violation constitutes a threat of serious, irreparable, or immediate harm to life, property, mineral deposits, or the environment.
