Bryce Canyon Environmental Enhancement Act of 1990 - Directs the Secretary of the Interior to conduct a competitive coal lease sale for an area in Utah that includes, at a minimum, the Manti-La Sal lands. Declares that the Alton coal lease holder is eligible to bid on such leases and receive them if it is the highest successful bidder and files a notice of intent to relinquish the Alton coal leases.
Allocates payments received from coal lease payments, rentals, and royalties. Withdraws the relinquished Alton coal leases from coal leasing activities.
Directs the Comptroller General to monitor implementation of this Act and report to specified congressional committees regarding the Secretary's compliance with prescribed lease sale guidelines.
