To amend part A of title IV of the Social Security Act to require compensation paid for damages suffered by victims of major disasters to be disregarded in determining their eligibility for aid to families with dependent children.
Victims' Welfare Compensation Act of 1989 - Amends part A (Aid to Families with Dependent Children) (AFDC) of title IV of the Social Security Act to exclude from AFDC eligibility determinations the compensation paid to the victim of an event which caused damage and involved relocation or evacuation.
