Amends the Small Business Investment Act of 1958 to provide that if the Small Business Administration (SBA) guarantees debentures issued by small business investment companies (SBICs) then the SBA shall make payments in amounts which reduce the effective interest rate to be paid under such debentures by an SBIC.
Declares that, solely for regulatory purposes, government funds received from sources other than the SBA shall be included in determining an SBIC's private capital if the funds were invested prior to the enactment of such Act.
