Establishes the Joint Federal-State Commission on Policies and Programs Affecting Alaska Natives to: (1) conduct a study of the social and economic status of Alaska Natives and the effectiveness of State and Federal policies and programs that affect Alaska Natives; (2) conduct hearings on the subjects of such study; and (3) recommend specific actions to the Congress and Alaska that address the opportunities and the economic, educational, and health needs of Alaska Natives.
Directs the Commission to report on the study and recommendations to the President, the Congress, and the Governor and legislature of Alaska.
Terminates the Commission 180 days after submitting such report.
Authorizes appropriations.
