Directs the Secretary of the Interior to transmit to the Congress a National Historic Landmark Theme Study of American Labor History which identifies the key sites and buildings as National Historic Landmarks, the history of workers and their work, of organizing, unions and strikes, of the impacts of industrial and technological change, and of the contributions of American labor to American history. Requires the Secretary to consult with workers, historic preservationists, and other specified groups for the preparation of guidelines for the Theme Study.
Authorizes appropriations.
