To amend the National Flood Insurance Act of 1968 to provide for the appropriate treatment under the national flood insurance program of coastal areas with distinctive flooding and to provide for training of local officials with respect to the flood insurance program.
National Flood Insurance Amendments Act of 1989 - Amends the National Flood Insurance Act of 1968 to authorize the Director of the Federal Emergency Management Agency to: (1) establish flood plain areas in distinctive coastal areas; and (2) adopt land management criteria that take into account such areas' particular types of floods and their effects on structures, especially mobile homes.
Authorizes loans to elderly or handicapped owners for structural mitigation (elevation).
Directs the Director to carry out local flood insurance training.
