To continue the authorization for the flood protection project for the East Fork of the Trinity River, Texas.

Extends the authorization of the flood protection project on the East Fork of the Trinity River, Texas. (Currently, the authorization expires December 31, 1989.) Terminates such authorization five years after the enactment of this Act unless funds have been obligated for construction of such project.
