To amend the Congressional Budget and Impoundment Control Act of 1974 to exclude receipts and disbursements of the social security trust funds from the calculation of Federal deficits and maximum deficit amounts and to amend provisions of such Act relating to floor consideration of budget resolutions, and for other purposes.
Honesty in Deficit Accounting Act of 1989 - Amends the Congressional Budget and Impoundment Control Act of 1974 to exclude Federal Old-Age and Survivors Insurance Trust Fund and Federal Disability Insurance Trust Fund receipts and outlays from Federal deficit determinations for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).
Increases the permissible maximum deficit amounts for FY 1991 through 1993. Establishes allowable maximum deficits for FY 1994 and 1996, to reach zero with respect to FY 1997.
Decreases the times for debate in the House of Representatives on budget resolutions.
