Narragansett Bay Protection Act of 1989 - Directs the Secretary of Transportation to issue regulations requiring that all tank vessels carrying oil or hazardous material and entering or departing from Narragansett Bay or Block Island Sound, Rhode Island, which are not required by any State to be under the direction and control of a licensed pilot, be under the direction and control of a federally licensed pilot who is not a member of the crew.
Authorizes the Secretary to charge a fee to cover costs of boarding and examining foreign-flag tank vessels to assure compliance with specified navigational, safety, and pollution prevention regulations.
Increases civil penalties for failure to have such a federally licensed pilot on board where required by Federal law.
