To authorize the Panama Canal Commission to use the interest on payments to Panama that are held in escrow to pay for certain extraordinary expenses incurred as a result of the actions and policies of the de facto Government of Panama.
Emergency Panama Canal Commission Expenditures Act - Amends the Panama Canal Act of 1979 to authorize the use of interest on payments to Panama that are held in escrow to reimburse the Panama Canal Commission for its expenditures to: (1) pay for extraordinary expenses incurred as a result of actions taken by the de facto Government of Panama against Commission employees; and (2) otherwise ensure the continued uninterrupted operation of the Panama Canal through actions including the provision of emergency shuttle bus service and the payment of claims of employees.
Requires: (1) the Secretary of the Treasury to reimburse the Commission for such expenditures; and (2) the Commission to include, in its annual report to the Congress, a detailed description of all expenditures for which reimbursement was made.
