Amends the Water Resources Development Act of 1986 to direct the Secretary of the Interior to conduct a study for the Congress to determine the eligibility of lands and waters within the Cross Florida National Conservation Area for inclusion within the: (1) national park system; (2) national wild and scenic rivers system; or (3) national forest system.
