Directs the Secretary of the Interior to prepare an environmental impact statement (EIS) for the reintroduction of gray wolves to Yellowstone National Park and adjacent public lands.
Requires such EIS to consider: (1) the potential for wolves to leave the recovery area and cause damage to domestic livestock; (2) the wildlife management responsibilities and objectives of the States of Wyoming, Montana, and Idaho; and (3) the possibility of reintroducing gray wolves as an experimental population under the Endangered Species Act.
Establishes a timetable for the Secretary to select an alternative for such reintroduction and to implement the decision.
Directs the Secretary to provide financial assistance to Wyoming, Montana, and Idaho for the implementation of wolf conservation and management plans.
