To make the performance of an abortion in the District of Columbia a criminal offense.

Prescribes criminal penalties for the performance of abortions in the District of Columbia, including fines, imprisonment, forfeiture of property used in connection with such performance, and medical license revocation.

Makes an exception with respect to medical procedures required to prevent the death of the pregnant woman or the preborn child if every reasonable effort is made to save both.
