Forest Users' Protection Act of 1989 - Amends the Federal criminal code to provide criminal penalties for cutting, spiking, injuring, or destroying any tree on land owned or held in trust by the Government. Provides increased penalties for subsequent violations or when a personal injury or property damage exceeding $500 results.
Directs the Secretary of the Treasury to pay a reward to any individual who provides information which leads to the finding of a civil violation or a criminal conviction under this Act.
