To amend the Internal Revenue Code of 1986 to provide for a permanent extension of the exclusion for educational assistance programs.

Amends the Internal Revenue Code to make permanent the income tax exclusion of amounts paid under employee educational assistance programs. (Under current law the exclusion expired as of tax year 1989.)
