Mildred and Claude Pepper Scholarship Act - Title I: Mildred and Claude Pepper Scholarships - Authorizes the Secretary of Education (the Secretary) to make grants to the Washington Workshops Foundation to establish and maintain the Mildred and Claude Pepper Scholarship Program.
Authorizes appropriations for FY 1990 through 1992.
Title II: University of Mississippi Law Library - Authorizes the Secretary to provide financial assistance to the University of Mississippi Law School at Oxford, Mississippi, to renovate and complete its library facilities.
Authorizes appropriations.
Title III: Narragansett Bay Center for the Study of Coastal Ecosystems - Authorizes the Secretary to provide financial assistance to pay the costs of construction and equipment for a Narragansett Bay Center for the Study of Coastal Ecosystems, to be located at the University of Rhode Island, Narragansett Bay Campus.
Authorizes appropriations.
Title IV: Muskie Archives - Authorizes the Secretary to provide financial assistance to establish an endowment for the Muskie Archives at Bates College, Lewiston, Maine.
Authorizes appropriations.
Title V: Museum of Tolerance at the Simon Wiesenthal Center - Authorizes the Secretary to pay the Museum of Tolerance of the Simon Wiesenthal Center, in Los Angeles, California, up to 50 percent of the cost of designing and operating education programs concerning the Holocaust.
Authorizes appropriations.
Title VI: Higher Education - Amends the Higher Education Act of 1965 (HEA) to provide that any otherwise eligible student, or a resident of the freely associated states, who attends a public or nonprofit institution of higher education located in any of the freely associated states rather than a State, is eligible under specified student aid programs.
Revises HEA and specified territorial teacher training assistance program provisions of the Elementary and Secondary Education Act of 1965 to update references to the Commonwealth of the Northern Mariana Islands, Palau, the Republic of the Marshall Islands, and the Federated States of Micronesia.
Provides that an institution of higher education located in any of the freely associated states, rather than a State, is eligible for assistance under HEA special programs for students from disadvantaged backgrounds.
Title VII: Elementary and Secondary Education - Amends the Elementary and Secondary Education Act of 1965, the Adult Education Act, and the Education of the Handicapped Act to update references to the Federated States of Micronesia, the Republic of the Marshall Islands, and Palau.
Title VIII: McLaughlin Research Institute - Authorizes appropriations to be used by the McLaughlin Research Institute of Great Falls, Montana, for construction costs.
Title IX: The National Teacher Hall of Fame - Authorizes the Secretary to provide financial assistance to Emporia State University in Emporia, Kansas, to pay planning, construction, and related costs for the National Teacher Hall of Fame.
Authorizes appropriations.
