To amend the Regulatory Flexibility Act to provide for judicial review of certain administrative certifications, to provide for regulatory flexibility analyses of IRS interpretive rules, and for other purposes.
Regulatory Fairness Act of 1989 - Amends the Regulatory Flexibility Act to provide for: (1) judicial review of certain administrative certification decisions; and (2) regulatory flexibility analysis of Internal Revenue Service rules.
