United States-Cuba Communications Act of 1989 - Requires the U.S. Postal Service to provide direct mail service to Cuba.
Authorizes any common carrier to install, maintain, and repair telephone communications equipment and facilities in Cuba, notwithstanding any current restrictions on dealings with Cuba under specified Federal law.
Directs the President to provide for the transfer of assets to the extent necessary to allow for: (1) the reasonable compensation of a common carrier for the installation of facilities in Cuba; and (2) payment to Cuba of its share of the revenues from telephone communications between the United States and Cuba.
