Prohibits the expenditure of funds available to the Central Intelligence Agency, the Department of Defense, the National Security Council or its staff, or any other Government entity involved in intelligence activities to influence the 1990 presidential, legislative, or local elections in Nicaragua.
Includes as specifically prohibited activities the provision of funds to: (1) any Nicaraguan political party or any other organization or individual involved in electoral activities in Nicaragua; or (2) any medium of communication in Nicaragua.
