H.R. 2631 — To amend title 18, United States Code, to provide a mandatory minimum 7-year prison sentence for the unlawful possession of a firearm by a convicted felon, a fugitive from justice, a person who is addicted to, or an unlawful user of, a controlled substance, or a transferor or receiver of a stolen firearm, to substantially increase the general penalty for violation of Federal firearms laws, and to substantially increase the enhanced penalties provided for the possession of a firearm in connection with a crime of violence or drug trafficking crime.

Amends the Federal criminal code to provide for a seven-year mandatory minimum sentence, without parole during the first seven years, for the unlawful possession of a firearm by a convicted felon, fugitive from justice, addict or unlawful user of a controlled substance, or the transferor or receiver of a stolen firearm.

Increases: (1) penalties for violation of Federal firearms laws; and (2) enhanced penalties for the possession of a firearm in connection with a crime of violence or drug trafficking crime.
