Amends the Federal criminal code to provide for a seven-year mandatory minimum sentence, without parole during the first seven years, for the unlawful possession of a firearm by a convicted felon, fugitive from justice, addict or unlawful user of a controlled substance, or the transferor or receiver of a stolen firearm.
Increases: (1) penalties for violation of Federal firearms laws; and (2) enhanced penalties for the possession of a firearm in connection with a crime of violence or drug trafficking crime.
