Abandoned Minerals and Materials Mine Reclamation Fund Act of 1989 - Establishes the Abandoned Minerals and Materials Mine Reclamation Fund for the reclamation of land and water resources adversely affected by past mining. Sets forth a priorities schedule for expenditures from the Fund. Prescribes guidelines for Fund allocations and expenditures.
Authorizes appropriations. Terminates the Fund ten years after enactment of this Act.
