To amend the Agricultural Act of 1949 to require the Secretary of Agriculture to exclude the malting barley price from the national weighted market price for barley in determining the payment rate used to calculate deficiency payments for the 1989 crop of barley, and to require the Secretary to establish the target price of barley for the 1990 crop based on all feed and food uses.
