To amend section 2680(a) of title 28, United States Code, to narrow the discretionary function exception to the Federal Tort Claims Act.

Amends the Federal Tort Claims Act to provide that the Government may be held liable for damages resulting from negligent acts committed during the implementation of a discretionary function or duty. States that the exception provided policy decisions respecting such discretionary functions or duties shall continue.
