To amend the Federal Election Campaign Act of 1971 to prohibit certain contributions by nonparty multicandidate committees.

Amends the Federal Election Campaign Act of 1971 to prohibit nonparty multicandidate political committees from making contributions to: (1) a candidate or the candidate's political committee; (2) a national committee of a political party; or (3) a congressional committee of a political party.
