To require the Environmental Protection Agency to conduct a study and produce a decision aid to assist State and local authorities in planning and manging suburban and rural growth and development while preserving environmental quality.

Directs the Environmental Protection Agency, acting through the Office of Research and Development, to: (1) study the environmental implications of growth and development of suburban and rural communities; (2) produce a decision aid to assist State and local authorities in planning and managing such growth and development while preserving environmental quality; and (3) report to the Congress on such decision aid.
