To amend the Controlled Substances Act to provide the penalty of death for certain serious drug offenses.
Drug Traffickers Death Penalty Act of 1989 - Amends the Controlled Substances Act to provide for the imposition of the death penalty or a sentence of life imprisonment for: (1) certain violations involving ten or more kilograms of heroin, cocaine (including cocaine freebase), phencyclidine, or a controlled substance analogue; or (2) second or subsequent violations involving one or more kilogram of such controlled substances. Provides that the requirement that an aggravating factor be found before the death penalty is imposed shall not apply to such offenses.
