To amend the Forest and Rangeland Renewable Resources Planning Act of 1974 to strengthen the restraints upon clearcutting and certain other cutting practices in the National Forests of the United States.
Clearcutting Restraint Act of 1989 - Amends the Forest and Rangeland Renewable Resources Planning Act to revise the guidelines for land management plans with respect to preserving plant communities in national forests. Limits the use of clearcutting and other cutting methods.
