Federal Boxing Institute Act - Establishes and grants a Federal charter to the Fighters Institute for Support and Training, Inc. (FIST), as a private nonprofit corporation in Washington, D.C., to provide vocational counseling and financial support to prepare prizefighters for employment and life after boxing. Authorizes the Secretaries of Labor, Education, and Health and Human Services to make grants to FIST.
