Directs the U.S. Postal Service to establish procedures to provide that, upon a written request of the head of any unit of general local government, ZIP code boundaries do not cross the boundaries of such general local government unit.
Declares that ZIP code areas having the same first five digits shall be considered to have the same ZIP code in order to apply this Act to areas using more than five digits.
