Expresses the sense of the Congress that the United States supports the Polish people in their efforts to attain democracy and economic prosperity.
Amends the Trade Act of 1974 to make Poland eligible for designation as a beneficiary developing country under the Generalized System of Preferences.
Amends the Foreign Assistance Act of 1961 to make Poland eligible for Overseas Private Investment Corporation programs if the President determines that their operation is important to the national interest.
