Requires the International Trade Commission, upon the request by the government of a free trade area agreement signatory, to initiate a new investigation under the countervailing duty or antidumping duty provisions of the Tariff Act of 1930 to determine whether a U.S. industry is materially injured, or is threatened with material injury, by imports of review eligible merchandise from such signatory. Sets forth provisions relating to the revocation or enforcement of such determinations.
