Supplemental Appropriations Act for the Unfunded Authorization to Fight The War on Drugs for the fiscal year ending September 30, 1989, and for other purposes - Makes supplemental appropriations for FY 1989 to the Department of Justice for: (1) legal activities; (2) the U.S. Marshals Services; (3) support of U.S. prisoners; (4) the Federal Bureau of Investigation; (5) the Drug Enforcement Administration; (6) the Immigration and Naturalization Service; (7) the Federal prison system; (8) the National Institute of Corrections; (9) buildings and facilities; and (10) Office of Justice programs.
Makes supplemental appropriations for FY 1989 to the Department of State for administration of foreign affairs.
Makes supplemental appropriations for FY 1989 to the Judiciary for: (1) courts of appeals, district courts, and other judicial services; (2) defender services; (3) fees of jurors and commissioners; and (4) court security.
Makes supplemental appropriations for FY 1989 to the State Justice Institute.
Directs that the outlays from the Treasury for FY 1989 resulting from the new budget (obligational) authority in this Act be derived from the criminal fines collected pursuant to the plea agreement in the case of United States v. Drexel, Burnham, Lambert, Inc. and Drexel, Burnham, Lambert Group, Inc., in the U.S. District Court for the Southern District of New York.
Prohibits any part of any appropriation contained in this Act from remaining available for obligation beyond the current fiscal year unless expressly so provided.
