Amends the Arctic Research and Policy Act of 1984 with respect to the Arctic Research Commission to: (1) revise membership and administration provisions; (2) direct the Commission to recommend to the Department of State's Interagency Arctic Policy Group and the Interagency Arctic Research Policy Committee means for developing international scientific cooperation in the Arctic; (3) require that the Commission publish a biennial statement of goals and objectives with respect to Arctic research to guide the Interagency Committee; (4) require the Commission to report annually to the President and the Congress on its activities and accomplishments (in lieu of including this information in the Interagency Committee report); and (5) require the Chairman of the Interagency Committee or other Federal official who receives a Commission recommendation to respond within 120 days, providing a detailed explanation of reasons if the recommendation is not adopted.
Requires the Interagency Committee to report to the President and the Congress biennially rather than annually.
