To provide that former Presidents shall be nonvoting members-at-large of the House of Representatives.

Provides for each former President (other than one removed from office through impeachment) to be a member-at-large of the House of Representatives. Declares that such former Presidents may not receive additional compensation by reason of such service and may not hold elective or appointive office while so serving.
