To designate the Anthony Bowen Landmark Building (formerly the Anthony Bowen Y.M.C.A.) in Washington, the District of Columbia as a national historic site, and for other purposes.

Designates the Anthony Bowen Landmark Building in Washington, D.C., a national historic site.

Authorizes the Secretary of the Interior to enter into cooperative agreements with the Shaw Heritage Trust in order to provide assistance to mark, interpret, and restore the historic site and provide technical and financial assistance to the Trust for the preservation and interpretation of the Building and prominence of the achievements of the African-American Young Men's Christian Associations. Requires the Trust to provide to the Secretary an annual report regarding such assistance.
