Farm Crop Acreage Base Flexibility Act of 1989 - Amends the Agricultural Act of 1949 to make mandatory the current discretionary authority of the Secretary of Agriculture to make upward crop base adjustments. Increases the maximum acreage percentage of such adjustment.
